BFC Rogers Park Project Meeting

Location: 2300 Linden Drive, Boulder, CO

Attendance: Roger Svendsen, Dave Blauch (ERC), Paul Prentiss, Dave Clark, Bob Bush, Chad Pettrone, Matt Sullivan, Allen Nakagawa

Start: 7:05pm

Project Structure: The group agreed to have separate teams dedicated to the project's funding and execution. Chad Pettrone will lead the funding team and Roger Svendsen will lead the project execution team. Several team members will participate with both groups.

Project Communication: Each team should post their respective meeting minutes on the BFC web page. Paul Prentiss suggested we open a blog to allow those outside the working group to make suggestions. Roger Svendsen and Paul Prentiss will explore means for additional interactive communications between team members as well as general BFC membership and other interested parties.

29th Street Mall Event: Paul Prentiss completed a preliminary discussion with the 29th Street Mall (Laurie). They would like to have a May event at the mall at the same time as the (Memorial Day) Boulder Creek Festival. Chad Pettrone will conduct a follow-up discussion with Laurie and with merchants that might be willing to help us with funding and logistics. A BFC decision on participation at 29th Street Mall needs to be made within next week or two (by Jan 29). Chad will issue an email of his findings and solicit a decision on participation. Concerns by the group included whether or not people would spend time at 29th Street with all the attractions at the Festival as well as BFC’s ability to staff displays at both locations. Laurie indicated 29th Street wants to draw people on that weekend. Paul did not ask about holding a Boulder Creek focused event on a weekend other than Memorial Day.

Boulder Creek Festival Event: BFC has completed the application and paid $500 for a booth. Activities at the booth will be determined after the decision on BFC participation at 29th Street Mall.

Construction Phase of Project:

Project Start Date - Dave Blauch (ERC) indicated two possible windows: 1) Early April before runoff, and 2) Late August or September. Work should end in October due to concerns about brown and brook trout spawning, although exceptions are possible. Dave said the ideal time for construction by his company would be late October or early November, which of course would require an exception. DOW will dictate construction windows during the permitting process. Exceptions then need to be arbitrated.

BFC material donation - Donation of materials to project by BFC needs to be confirmed. Materials consist of 480 tons of boulders: 480+ boulders @ 3’ diameter (480 tons). Roger Svendsen will follow-up with CDOT to assure they are collecting as much material as possible for BFC. Per Roger Svendsen, the current budget does not include improvements such as public and handicapped access. This work can be included as a later date if additional funding is obtained.

Permit Phase of Project: Dave Blauch indicated 3-4 months will be required for all permits (DOW, Army Corp of Engineers, etc). ERC will handle all aspects of obtaining permits at a cost of $10K. Permits are good for 2 years. ERC also needs to complete the “Detailed Design” phase. The Project team approved ERC to proceed with the permit and Detailed Design tasks. During this discussion, it was realized that the BFC project team really needs to focus on fund raising and coordinating “in-kind” donations. BFC cannot efficiently assist ERC since they are very experienced in the tasks they have listed as their responsibilities.

Funding: Per Roger Svendsen, we need to secure an additional $60K in funding for the proposed project (stream bed and bank restoration). Matt Sullivan will solicit input from local businesses to determine incentives that they would find attractive in return for their contribution to the project. Roger Svendsen and Bob Bush will speak with artists for creation of a logo/graphic image to be used in materials for Boulder Creek Month. Dave Blauch will send an example of images used for other stream restoration projects. Revised design drawing by ERC will be produced and used in promotional materials to illustrate deliverables of the project. Chad will contact Larry Quilling to get city council support for Boulder Creek Month.
